Such a system shall: provide the same comprehensive health coverage to all residents, with consumer choice of health care provider; increase efficiency by eliminating overhead and profits associated with private health insurance; fund health care by payroll taxes and income taxes based on ability to pay; and limit the increase in total cost of health care in Massachusetts to the rate of growth of the economy?
